  Sherwood Village Council took the first step toward the establishment of a possible village income tax Wednesday by approving an ordinance authorizing a partnership agreement with the Regional Income Tax Agency (RITA). RITA is a private agency that would collect the tax for the village.

"Council authorized the mayor to enter into a partnership agreement with this regional council of governments in anticipation and conditioned upon the approval by council of an ordinance for a municipal income tax" Clerk-treasurer Dawn Buskirk said this morning.

Council has the authority to establish an income tax of percent or less. Any amount greater than 1 percent must be approved by voters.

"No final decision has been made regarding the income tax," Buskirk stated.   "A proposed ordinance regarding the tax will not receive a first reading until the April meeting, at the earliest. It has not yet been determined what the ordinance would say, or who would be taxed."

   Turning to another issue, council members entered into a lengthy discussion with Ken Vogelsong Sr. regarding a parcel of land he owns several hundred feet off of North Harrison Street. Vogelsong's request to obtain a variance for the property was rejected Tuesday by the zoning board.

"Council informed Mr. Vogelsong that he needs to go through the proper chan­nels, which includes having the land surveyed by a pro­fessional surveyor," said Buskirk. "Once that is completed, he can resubmit his variance request to the zoning board."

Council also re-approved an ordinance relating to special purpose flood damage reduction, which allows village residents to obtain flood insurance.

"This was approved at last month's meeting, but it was determined that the matter had to be sent to a government agency first," Buskirk explained. "So we went through the process of repealing the first ordinance, getting it approved by the government agency and re-approving it again."

In other business, council:

   - appointed Jim Hohenberger as delegate and Joan Raker as alternate to the Regional Income Tax Agency (RITA).

- approved a three-year contract with Central Local Schools to provide EMS to the Fairview school campus, at the nominal fee of $1.

-discussed the annual village clean-up day, but did not take formal action. Buskirk reported that council is considering moving the clean-up day to the fall.

   - was advised that the Sherwood Lions Club would be donating $1,000 to help with park expenses.
